SIMS 4.0 FY20 Implementation Guide 

The objectives of the SIMS 4.0 Implementation Guide are to provide background information on the purpose of SIMS as a quality assurance tool, to inform SIMS Assessors with updates from SIMS 4.0 revisions, to provide instructions of the operationalization and implementation or SIMS 4.0, and to expand on how SIMS can be used in the larger arena of program quality improvement. The goals of SIMS 4.0 include: 

  • Implementing SIMS at priority sites and above-site locations where performance gaps, programmatic scaling, or need is identified 
  • Using assessment results, through actionable data analysis, to identify and facilitate programmatic improvement 
  • Providing a standardized approach and set of tools to monitor program quality at PEPFAR-supported sites 


SIMS 4.0 FY20 Above Site Assessment Tool 

The SIMS Above-Site Tool assesses adherence to known HIV program quality standards above the level where services are provided (i.e. above site level). SIMS Core Essential Elements (CEEs) are organized into programmatic Sets, and measure adherence to known HIV program quality standards.

Set 3: Guideline and Policies 

Set 4: Private Sector Engagement and Advocacy 

Set 5: Human Resources for Health 

Set 6: Commodities 

Set 7: Quality Management 

Set 8: Laboratory and Blood Transfusion Support 

Set 9: Strategic Information: Surveillance, Surveys and Evaluation 

Set 10: Protecting Life in Global Health Assistance 

 

SIMS 4.0 FY20 Site Assessment Tool 

SIMS 4.0 Site Assessment Tool combined facility- and community-based service delivery tools into a single Site Assessment Tool. SIMS Core Essential Elements (CEEs) are organized into programmatic Sets, and measure adherence to known HIV program quality standards.
